Drug testing needs improvement, not clearinghouse page 346-348

From what I gathered from the article. They are wanting to find a positive way to regulate and control drug abuse in truck drivers.  "Operation Trucker Check" was conducted in Oregon by the highway patrol.  One out of every ten came up positive for drugs in their system.   The problem with  these tests is that they are costly and for those truckers that are clean are not given incentives to participate.  Truckers are  pushed to meet deadlines so they have to manipulate the books for 24 hour drives and use than narcotics to keep them alert.  The DOT has a long road ahead of them trying to keep drugs off the road.
